The Minister of Defense, Adelino Amaro da Costa, was shown to be concerned about the irregularities in the operation of the Overseas Military Defense Fund and the possible anns trafficking in Portugal. Goverments led by either Diogo Freitas do Amaral or Francisco Pinto Balsemão failed to take the necessary steps to address concerns expressed by Adelino Amaro da Costa.
