Alfred Rosenberg, riksminister för de av Hitler-regimens ockuperade områdena i öst, hade som policy i sin politiska krigföring, förordat för Adolf Hitler att Sovjetunionen skulle brytas upp och indelas i rikskommissiarat:

Riksministeriet för de ockuperade östområdena anordnade konferensen i Zhytomyr 21–22 November 1943 och på Alfred Rosenbergs direktiv bildades ”Committee of Subjugated Nations/the Anti-Bolshevik Front”.
Dess uppgift blev att organisera en multinationell militär styrka för att strida för de retirerande nazi-tyska styrkorna mot de Allierade (USA, Sovjetunionen och Storbritannien) med Sovjetunionens Röda Armé framryckande österifrån.
